Russia does not want Bolivia to cultivate coca leaves

The Russian government claims that could have negative consequences such as increased illicit cocaine trade. Russian President Vladimir Putin introduced in the State Duma (lower house of the Russian parliament).

A bill by which the Russian government is opposed to the inclusion of the clause Bolivian Single Convention on Narcotic Drugs will allow the Andean nation cultivate coca.

According to the bill, the clause does not apply to Bolivia proposes purpose and spirit of the Convention, "since it can have negative consequences such as increased illicit cocaine trade."

In June last year the Bolivian government decided to withdraw from the international convention because it considers the coca leaf in its natural state as a narcotic and was a term of 25 years to completely eradicate their culture.

However, six months after Bolivia sought reinstatement, provided they respect the chewing of coca leaves. This proposed new act of incorporation to the 1961 Convention, as amended in line with the 1972 protocol.
